You can walk to the counter of Budget - Istanbul Airport car rental.

Once claimming your baggage. Please proceed to the Rent a Car area located at Domestic Terminal arrival floor, near Exit 8 and 9, where you can find all the rental compaines' offices. After that, please go to the Otopark to collect your vehicle.
