Depending on which countries to bring the rental cars to, policies differ:
United States, Guatemala, Belize

Travel to Central America is allowed. When driving to Belize and Guatemala a letter or email should be sent to the station 48 hours before his pick up date. Traveling to Guatemala is only valid when customer is crossing the border through the state of Chiapas. The customer will have to pay an additional $10 usd plus applicable taxes and fees daily charge as a permission for taking the vehicle out of the country. The driver/customer will need to purchase a third party liability insurance in Belize or Guatemala. When traveling to Central America: Europcar will not cover any damage, in case of accident or theft. Customer will have to pay 100% of the damages or the total car value.

Taking rental cars to the countries that are not listed in Conditional is not allowed.

Es fraude esta página de rentas ,, pague por adelantado la renta del auto y el seguro , y cuando llegue a recoger el auto , me lo negaron y me dijeron que tenía que volver a pagar todo, Tanto reserva del auto como el seguro .. Me dijeron que los pagos que se hacen por internet son mentira y que siempre es lo mismo aquí en Mexico .. Pésima experiencia la que me lleve .. con EUROPCAR y la página de QEEQ.COM

When we arrived, they said there were no cars available, and then took us to another rental company KMG. The car had scratches everywhere, and it was hard to document them all. Later, when returning the car, the young guy claimed that a certain spot was damaged by us, but we were very careful and had no incidents at all. He tried to charge us an extra 200 pesos service fee, which was never mentioned before. They deducted money from my card, and my friend's credit card was also charged, so we paid twice! Please contact me as soon as possible to resolve this.

I chose the Zuzuche discounted full insurance and didn’t purchase additional insurance at the store. During the car return process, they used a magnifying glass to inspect the car for about ten minutes and charged $160 for a tiny scratch on the rearview mirror. It’s disappointing to see a big company operate this way; I’ve never encountered this before.

The service provided by Zuzuche is okay, but the partnered rental companies differ greatly, some good and some bad. The car pickup process took too long, almost 2 hours of waiting. There were many people, hidden charges, and various difficulties. I rented the car for three days and was forced to buy insurance for $109, which only covered 80%, leaving me responsible for the other 20%. A minor scratch on the tire cost me $36, a total rip-off. And the deposit still hasn't been refunded.

It's best to rent from an international car rental chain. The vehicles are in good condition, and the service is great. They're also lenient about minor scratches when returning the car. They explicitly mention that scratches under 5cm are not charged.
