Windycar, one of the bigger local car rental companies in Turkey. Good service and better value than international chains. The car was in good condition. However, there were some issues during pickup, but it didn't affect my positive impression. Details below.
For pickup, the Kayseri Airport branch is not located within the airport, and there was a data issue between QEEQ and their system. I had booked for pickup at Kayseri Airport and dropoff at Istanbul Airport, but their system showed both pickup and dropoff at Istanbul Airport. This led to several calls to coordinate picking us up from the airport, confirming the booking, and dealing with issues at the store where their POS machine couldn't process my three credit cards (due to their bank's problem). The store manager was very professional and resolved the issues quickly, and after 3 hours, we completed the paperwork and got the car. Although the car they provided was dirty and almost out of gas, it was a new car with only 8000 kilometers and was in good condition.
Two months after renting the car, additional charges were made, claiming a traffic violation in a city I've never been to. Multiple appeals were ignored. I strongly suspect either a mistake or a scam by the rental company.

1. Upon arrival at Sabiha Airport on 8/6, there was no representative from the rental company waiting at the arrivals area. When we called, we could not communicate effectively in English.
2. Eventually, we took a taxi from the airport to the address provided in the pickup instructions for 25 lira, but couldn't find the rental company. We had to get another taxi and made an international call to the rental company, letting the taxi driver speak directly to get the directions. This taxi cost 18 lira.
3. We finally found the small rental company next to a gas station. The staff was quite friendly.
4. One of the staff members spoke slightly better English, but communication was still challenging. They gave us a Hyundai i20 instead of the POLO we booked, as it was of a similar class, which I didn't mind. However, it turned out to be a manual transmission. After pointing out that we booked an automatic POLO, they switched us to a Nissan MICRA with automatic transmission.

Kayseri Airport location is inconvenient. The store is not inside the airport, and customers need to take a taxi on their own to get there. Unable to contact store staff, and they do not provide pickup service. Customers need to spend 20 lira for a taxi to get there.
The rental company staff did not speak English. Luckily, I had a Turkish friend who helped communicate in Turkish, so we managed to return the car without any problems. Otherwise, I don't know what trouble we would have faced.
If you are Chinese, please be cautious and don't get scammed like I did. This local rental company gave me a damaged car with a dented door when I picked it up. I asked for a newer one, but they refused and shouted that they would refund me, but I couldn't switch to another company that day. Being in a foreign country, I had to accept it despite the inconvenience. When I returned to the car rental, they suggested an upgrade for an extra 100+ to get a Hyundai. I agreed, but encountered an even bigger problem. They said it had an empty fuel take! I wasn't experienced and accepted it, ended up spending 200 liras on fuel only to find the gauge still showed empty. I was confused and asked the gas station staff, who told me the rental company had intentionally given me a car with a faulty fuel gauge. I drove nervously the entire trip, stopping frequently to refuel without knowing how much fuel was actually in the tank. Thankfully, I returned the car, and the staff anxiously asked if there were any issues, repeating the question twice. They clearly knew it was a faulty car and rented it out intentionally. If it had broken down mid-trip, I wouldn’t know what to do!
