The car rental process at Munich Airport is indeed very busy. Europcar, SIXT, AVIS, and Hertz counters all have long lines. I explained that I had an international flight connection and couldn't just jump off the train. They kept insisting that I return immediately or face huge fines.

I changed the return location at the last minute, and they helped me find the cheapest option in their system.
